Elvira Stinissen is a former Dutch international sitting volleyball player who represented the Netherlands for nearly two decades. During her international career, she competed at three Paralympic Games and won a bronze medal at the Beijing 2008 Paralympic Games. She captained the Dutch national team for ten years.

Alongside her sporting career, Elvira became increasingly involved in athlete representation and sports governance. She served on the IPC Athletes’ Council from 2012 to 2020, including several years as Vice Chair, and was also a member of the Board of the European Paralympic Committee. Within World ParaVolley, she contributed to several committees and working groups.

Professionally, Elvira works for the Dutch Ministry of Health, Welfare and Sport, where she has worked for more than a decade on sports policy, with a particular focus on inclusion, equal opportunities and making sport and physical activity accessible to everyone.

Elvira was elected Vice President of World ParaVolley in December 2024. In this role, she combines her experience as an athlete, sports administrator and policy professional to help strengthen the organisation and support the global development of Para Volleyball.
